Regjeringserklæring is a formal document in Norwegian politics that presents the government's policy program for the coming term. It is prepared by the prime minister in consultation with the cabinet after a new government is formed, and is usually presented to the Storting (the Norwegian Parliament). The document outlines the government's main goals, priorities and proposals for legislation, reforms, spending and administrative direction during the term. It often reflects the agreements formed in a governing coalition or between coalition partners and may reiterate the core elements of a coalition agreement.

Content typically covers areas such as economy and jobs, welfare and health, education and research, climate and energy, justice and immigration, foreign policy and European cooperation, and public administration. It may specify planned reforms, funding levels, timelines and the instruments the government intends to use to achieve its goals, subject to parliamentary approval.

The purpose is to communicate to parliament and to the public what the government intends to pursue and to provide a basis for policy evaluation during the term.
