Pääliitteitä are annexes that form an integral part of primary Finnish legal texts, such as statutes, regulations, and regulatory frameworks. Unlike supplementary or optional attachments, a pääliite is integral to the interpretation and application of the main provisions; the law is not deemed fully operative without it. The term translates literally as “main annex” and is used to denote supplementary material that is quoted as an authoritative source within the body of the law.

In practice, pääliitteitä are employed when the main text cannot conveniently include detailed parameters, technical standards, or complex enumerations. They allow legislators to keep the core text concise while imposing rigorous, often technical, requirements in the annex. Common examples include detailed specifications for product safety, procedural forms, reference tables, and critical definitions that would otherwise clutter the legislation. Courts and officials routinely consult the pääliite to resolve ambiguities in the main provisions; failure to acknowledge it may result in misinterpretation or noncompliance.

Pääliitteitä differ from ordinary appendices in that removal or amendment of a pääliite typically requires a substantive legislative change rather than merely a procedural alteration. Consequently, they are treated with the same legal authority as the text of the law itself. In many Finnish statutes, the presence of a pääliite is explicitly mentioned, and the governing principle is that the law as applied includes both the main provisions and all approved pääliitteitä.
