Overcomplexity occurs when a system, process, or artifact contains more elements, interactions, or rules than necessary to achieve its goals, leading to inefficiency, errors, and reduced adaptability. It is distinguished from essential complexity, which is required for functionality.

Common causes include feature creep, growth without simplification, tightly coupled components, poor modularization, inconsistent standards, and regulatory or policy demands that add layers of procedure without improving outcomes. Organizational incentives that reward breadth over depth can also promote overengineering.

Domains prone to overcomplexity include software and hardware design, bureaucracy and public administration, legal and regulatory systems, and large-scale engineering projects. Examples: software with redundant modules and dozens of configuration options; government processes requiring multiple approvals for routine actions.

Consequences include higher development and maintenance costs, longer time to deliver, steeper learning curves, higher error rates, reduced reliability, and diminished responsiveness to change. It can also obscure accountability and hinder security.

Indicators include rising code cyclomatic complexity, excessive coupling, high numbers of conditional branches, user complaints about confusing interfaces, and task times that grow with feature count. Entropy-based measures and complexity metrics can help assess nontechnical systems as well.
