Offentligrättsliga refers to the branches of law that govern the relationship between individuals and the state, and the organization, powers, and actions of public authorities. In practice the term is tied to offentlig rätt, or public law, which sets the framework for how the state exercises authority and how citizens can interact with public institutions.

The field covers several subareas. Constitutional law defines the powers of government and the fundamental rights of individuals. Administrative law regulates how public authorities make decisions, issue permits, administer benefits, and enforce regulations, including the procedures for appeals. Tax law determines how state finances are raised and applied, and it often interacts with other public-law rules. Criminal law and criminal procedure regulate offenses and the process by which cases are investigated and adjudicated. International public law governs relations between states and international organizations, and in practice EU law also influences Swedish public law where applicable.

Public law is typically contrasted with private law (privaträttsliga), which governs relations between private individuals and entities, such as contracts, property, and family law. Core principles in offentligrättsliga contexts include legality, proportionality, accountability, transparency, and due process. Public-law rules are designed to limit and control state power, protect fundamental rights, and provide mechanisms for oversight and judicial review of administrative actions.

In Sweden, offentlig rätt interacts with constitutional provisions, the Instrument of Government, and human rights protections, and is influenced by EU law. Administrative courts and public authorities operate within its framework to ensure lawful administration, legitimate power use, and access to remedies for citizens.
