Orientation follows, in which the observed information is analyzed and interpreted in light of the individual’s beliefs, prior experience, culture, and mental models. This stage shapes how the situation is understood and what options are considered. Decide involves selecting a course of action from the identified alternatives. Act is the implementation of the chosen action, followed by new observations that feed the next iteration of the loop.

Applications of ObserveOrientDecideAct span military strategy, business management, sports, emergency response, and cybersecurity. In competitive contexts, the framework emphasizes speed and adaptability, using feedback to refine understanding and actions continuously. Criticisms note that the model can oversimplify complex, interdependent environments and that rapid action may compromise quality or ethical considerations. It is often used as a mental model to improve situational awareness, decision tempo, and organizational learning, rather than as a prescriptive recipe.
