A decision maker is an individual or group empowered to select among alternatives within a given context, shaping policies, plans, or actions. The term covers executives, managers, boards, and committees, as well as automated components that execute choices according to predefined rules.

In organizations, decision makers set objectives, define evaluation criteria, allocate resources, and authorize courses of action. They operate within formal governance structures or as part of project teams. In automated systems, decision makers are rule-based engines or artificial intelligence modules that act under policy constraints.

The quality of decisions is influenced by information access and quality, expertise, time constraints, risk tolerance, and alignment with stakeholder interests and legal or regulatory requirements. Transparency, accountability, and ethical considerations are increasingly emphasized in decision making.

Typical processes include framing the problem, gathering and analyzing data, generating options, judging alternatives against criteria such as costs, benefits and risks, selecting a course of action, implementing it, and monitoring outcomes. Tools include decision analysis, cost-benefit analysis, risk assessment, decision trees, and multi-criteria decision analysis (MCDA).

Good governance emphasizes documenting the rationale, criteria, and alternatives, maintaining audit trails, and providing mechanisms for review, appeal, or reversal when results diverge from expectations.
