Målstruktur is a term used in management and public administration to describe how goals are organized and linked within an organization or project. It refers to the arrangement of aims from broad strategic visions down to concrete, measurable objectives and the activities and resources required to achieve them. A clear målstruktur helps connect what an organization intends to accomplish with how it plans to act and evaluates success.

A typical målstruktur consists of several levels. At the top are övergripande mål or strategic goals that reflect the mission and long-term direction. These are followed by delmål or operative goals, which break the strategy into actionable targets. Each level is linked to specific indicators or mått that can be measured, and to the activities and resources needed to reach the targets. The structure is often visualized as a hierarchy or logic chain that supports alignment across departments and units.

Designing a målstruktur involves strategic analysis, stakeholder input, and alignment with budgets and governance processes. It requires cascading goals to teams and individuals, defining key performance indicators, establishing data collection methods, and setting up monitoring and evaluation. The approach is central to mål- och resultatstyrning (goal- and results-based management) in many Swedish public and private organizations.

Benefits include improved alignment of activities with strategy, greater transparency and accountability, easier prioritization, and more effective resource allocation. Challenges can include maintaining coherence as priorities change and ensuring reliable measurement across levels.
