Kustannushyötyarviointi, often abbreviated as KHA, is a systematic process used to compare the anticipated costs and benefits of a project, policy, or intervention. The goal is to determine whether the expected positive outcomes outweigh the resources required for implementation. This evaluation is a key tool in decision-making, particularly in public sector planning and resource allocation.

The process typically involves identifying all relevant costs, both direct and indirect, and quantifying them in monetary terms. Similarly, all anticipated benefits are identified and also assigned monetary values. These can include economic benefits like increased revenue or reduced expenses, as well as non-economic benefits such as improved public health or environmental quality, which are often harder to quantify.

Once costs and benefits are estimated, they are compared. A common metric used is the benefit-cost ratio (BCR), where a ratio greater than one suggests that the benefits exceed the costs. Net present value (NPV) is another important concept, which accounts for the time value of money by discounting future costs and benefits to their present-day equivalents.

KHA is widely applied in various fields, including infrastructure development, environmental management, healthcare, and transportation planning. It provides a structured framework for evaluating the efficiency and effectiveness of different options, helping policymakers and managers make informed decisions that maximize societal welfare or organizational value.
