A crisis chief or incident commander sets priorities, while sections handle operations, planning, logistics, and information.

Functions include assessing the situation, setting objectives, allocating resources, coordinating protective measures, evacuation and shelter, ensuring continuity of critical services, issuing public information, and coordinating with national authorities. It also organizes after-action reviews to learn from the incident and improve future response.
