Formation and monitoring: Konsensusmål are typically produced through cross-party dialogue, parliamentary commissions, or joint declarations, sometimes with input from independent expert agencies. Progress is monitored by government statistics offices or independent authorities, with periodic reports that measure performance against the agreed indicators.

Characteristics: They emphasize clarity, measurability, and time horizons; they align budgets, regulations, and programs with the targets; and they rely on a mix of policy instruments, public investment, and regulatory approaches to implement.
