In standard English usage, the plural is typically municipalities; in Nordic languages the corresponding plurals are kommuner in Swedish, Norwegian, and Danish, and kunnats in Finnish. The form kommuns appears mainly in English-language transliterations or historical usage and is not the official plural in the major Nordic languages.

Role and functions

A kommun (municipality) is generally responsible for a broad set of local services, including land use planning, primary education administration, social services, local roads, water and waste management, culture and recreation, and various local infrastructure programs. The exact powers and responsibilities are determined by national legislation, but municipalities typically operate with a degree of autonomy to address local needs.

Governance
