Forms of intermunicipal cooperation include intermunicipal agreements, joint service delivery arrangements, shared procurement, and the creation of regional or intermunicipal organizations such as councils, commissions, or authorities. In many jurisdictions these mechanisms are established by statutes, enabling acts, or by voluntary contracts among municipalities. They may be voluntary or mandated by higher levels of government, and they often operate through a governing board or committee representing participating municipalities.

Common purposes of intermunicipal cooperation include waste management, water and wastewater services, public transit, emergency services, fire protection, road maintenance, parks and recreation, and land-use planning. Such arrangements aim to improve efficiency, expand service coverage, and enable coordinated regional development and infrastructure investment that would be impractical for a single municipality to achieve alone.

In Europe, intermunicipal cooperation is common within regional structures and national frameworks; in France, the intercommunalité system groups communes to manage shared competencies; in North America, intermunicipal agreements are widely used to coordinate services across municipalities.
