The term is used in Finnish management literature and consultancy to describe the alignment of capabilities, practices, and governance structures with a stated maturity goal.

A kohdemajaan program typically starts with selecting a target maturity model and current-state assessment. Through gap analysis, organizations identify the capabilities, processes, tools, and governance that must be developed. A roadmap is then created, outlining initiatives, milestones, responsible units, budgets, and timelines. Implementation is followed by periodic reassessment to track progress and adjust plans.

Key components include maturity models, capability assessments, roadmaps, governance and sponsorship, change management, and metrics. Common metrics cover process performance, automation level, data quality, risk posture, and compliance. Success criteria are defined in terms of both qualitative practices (audits, reviews) and quantitative targets (percentage completion, maturity score).

Kohdemajaan is applied in digital transformation, IT operations, supply chain modernization, and regulatory compliance programs, where a clear path to an emergent or desired capability state is needed.
