Core objectives include access to education and healthcare, fair labor market opportunities, language training, recognition of qualifications, housing, and civic participation. Anti-discrimination provisions and support for intercultural dialogue are common elements.

Typically, instruments include language and civics courses, subsidized training and job placement services, recognition and portability of professional credentials, support for children's schooling, and targeted social benefits or support services to reduce barriers to participation. Implementation occurs at national and local levels and is often coordinated with civil society organizations, employers' associations, and schools. Monitoring uses indicators such as language proficiency, employment rates, educational attainment, and poverty or segregation measures.

Reception and impact: when well designed, integration policy can support social cohesion, economic inclusion, and public trust. Critics argue that policies may overemphasize assimilation at the expense of cultural diversity, misallocate resources, or stigmatize communities.
