The term has no single fixed definition and is used variably to highlight feedback loops between rules, organizations, and everyday behavior.

Applications: The concept is applied in analyses of policy implementation, governance, organizational change, and development programs where compliance, legitimacy, and adaptation depend on both codified rules and informal routines. It serves as a framework for examining how formal reforms are shaped by cultural expectations and how informal practices, in turn, influence formal structures.
