It is closely related to attribution biases but emphasizes responsibility judgments in evaluative or punitive contexts.

Origin and terminology: The term appears in a small body of theoretical work since the early 2020s, named after the hypothetical researcher Icker, who proposed a tendency to over-attribute responsibility to actors in ambiguous situations.

Mechanisms: Mechanisms include selective information processing, moral emotions such as blame, and social signaling. Situational cues—group dynamics, the presence of witnesses, and media framing—can magnify the bias, especially in high-stakes or morally charged cases.
