Hyvinvointiyhteiskunta, literally meaning “well-being society” in Finnish and commonly translated as welfare state, describes a socio-economic model in which the state takes responsibility for a broad range of citizens’ well-being. It emphasizes universal access to essential services and social protections as rights rather than charitable programs.

Core features include universal health care, comprehensive education, income security through pensions and unemployment benefits, family and housing support, and active labor market policies intended to promote employment. Public services are funded primarily through taxation and social contributions, with a tendency toward progressive taxation to support redistribution and social equity. The model relies on a strong public sector and extensive public provision alongside a robust system of social insurance.

Governance in a welfare state often involves cooperation among the state, employers, and labor organizations, with social dialogue shaping policy and labor market regulation. The routinely cited Nordic variant of the welfare state emphasizes universalism, high public expenditures, and cradle-to-grave social rights, while maintaining market efficiency and competitive economies.

Critiques focus on the tax burden, perceived incentives effects, and questions of sustainability amid aging populations and globalization.
