Heterarchy is a system of organization in which elements at one level can have multiple, overlapping roles and influence, rather than being arranged in a single, fixed top-to-bottom order. In a heterarchy, power, decision rights, and information flow are distributed among many actors or units, and control can shift depending on context, task, or performance.

The concept is often contrasted with hierarchy. In hierarchical arrangements, authority tends to be centralized and vertically layered, with clear lines of command. Heterarchy foregrounds reciprocal influence, cross-cutting ties, and adaptive coordination across different centers of activity. It supports distributed decision making, networked governance, and flexible collaboration, where no one node permanently dominates and relationships can be reconfigured as conditions change.

Heterarchy appears as a guiding idea in several fields. In anthropology and political theory, it describes social or political systems with multiple authorities and overlapping jurisdictions. In organization studies and information science, it describes structures such as matrix organizations, cross-functional teams, open-source communities, and collaborative platforms where authority is context-dependent. The concept is also used in biology and cognitive science to describe networks where control or processing is distributed rather than arranged along a strict hierarchy.

Examples often cited include the Haudenosaunee Confederacy (Iroquois) with its multi-layered councils and consensus processes, and contemporary, decentralized platforms where participation and influence emerge from the network rather than a central command. While heterarchy can enhance adaptability and resilience, it may require explicit norms, transparent communication, and effective conflict-resolution mechanisms to prevent coordination problems.
