Haldustööd, or administrative work, is an Estonian term used to describe routine tasks within public administration and the civil service. It refers to non-policy, operational work that ensures the functioning of government and the delivery of public services. Haldustööd are typically carried out by civil servants in municipal authorities, ministries, and executive agencies, and they underpin day-to-day governance.

Common tasks include document handling and record-keeping, management of registries, processing of licenses and permits, taxation and benefits administration support, statistics collection, correspondence, case processing, and front-office and back-office service delivery. They also encompass compliance with administrative law, data protection, and procedural rules. With digitization, many haldustööd are performed via electronic registries, workflow systems, and online public services, which aim to improve efficiency and accessibility.

Haldustöö contrasts with policy formulation and decision-making, which are generally the remit of elected officials and policy units. The administrative work ensures implementation, accountability, and transparency of public actions, as well as continuity of services during organizational changes or crises.

Key challenges include digitization and interoperability of registries, data security and privacy, standardization of processes, workforce training, and maintaining user-centered service design.
