Framkvæmdavalds refers to the branch of government vested with the power to implement laws and administer the day-to-day affairs of the state. It is typically comprised of the government and its ministers, and in many constitutional arrangements the head of state plays a limited or ceremonial role within the executive.

The main responsibilities of framkvæmdavalds include proposing and administering public policy, drafting and executing the budget, running public administration, and directing foreign, defense, and security policy. It is responsible for enforcing laws passed by the legislature and for managing the civil service and public agencies.

In most systems, framkvæmdavald is subject to checks and balances. The legislature exercises oversight through inquiries, budget approvals, and, in some cases, votes of no confidence or impeachment processes. The judiciary interprets laws, which constrains the reach of executive action, and constitutional provisions limit the scope of executive authority.

There are different models of framkvæmdavald across political systems. In parliamentary systems, the executive is drawn from the legislature and remains collectively responsible to it, typically led by a prime minister or equivalent figure. In presidential systems, the head of state and the head of government are separate, and the president often has broad but constitutionally bounded powers. Semi-presidential systems combine elements of both.

In Icelandic constitutional discourse, framkvæmdavalds denotes the executive power, generally exercised by the Government and its ministers, while the President’s role remains largely ceremonial and the legislature retains legislative sovereignty.
