Forvaltningspolitikk, or administrative policy, is the field of public policy concerned with the organization, governance, and reform of the public sector. It addresses how government agencies and ministries are structured, how civil service and public administration are recruited and managed, and how policies are implemented in practice. The aim is to ensure that public administration is lawful, effective, transparent, and responsive to citizens.

It covers central and local government relations, administrative reform efforts, and the design of processes and rules that shape service delivery, budgeting, procurement, data management, and accountability. Key actors include central ministries, independent agencies, local authorities, and oversight bodies, as well as Parliament or equivalent legislative bodies that set the legal framework.

Historically, forvaltningspolitikk has drawn on Weberian ideas of bureaucratic administration and, since the late 20th century, on New Public Management and related reforms emphasizing efficiency, performance, and market-inspired mechanisms. More recently, emphasis has shifted to digital government, public value, governance, and participation.

Policy instruments include legislation and regulatory frameworks, organizational design (centralization vs decentralization), human resource policies, budgeting and financial management, performance measurement and evaluation, procurement rules, privacy and data protection, and transparency initiatives.

Current debates focus on balancing efficiency with quality of service, ensuring accountability and integrity, strengthening cross-sector collaboration, and managing digital transformation, data ethics, and cyber resilience. The field intersects with constitutional principles, rule of law, and democratic legitimacy.
