Federaation is a political system in which a group of autonomous political communities join to form a single sovereign state, while preserving a degree of self-government. The defining feature is the division of sovereignty between a central authority and constituent units—such as states, provinces, or cantons—set out in a constitution. The central government handles national matters, while regional governments administer areas like education, health care, policing, and local infrastructure.

Representation in the federal legislature is often designed to balance population and territorial interests, with variations ranging from proportional to equal representation in one chamber, and sometimes a second chamber reflecting member units.
