A demagogue is a political leader who seeks to gain power by appealing to popular desires, fears, and prejudices rather than through rational policy argument. The word originates from the Greek demagogos, literally "leader of the people" (demos "the people" + agōgos "to lead"). In contemporary usage it is pejorative: a demagogue uses rhetoric and manipulation to advance personal or factional ends, often by undermining institutions or minority rights.

Common traits include charismatic appeal, simplified slogans, and a narrative that pits a virtuous "people" against a corrupt elite, foreign or out-group enemies, or bureaucratic insiders. Demagogues rely on emotion over evidence, rely on scapegoating, misinformation, or selective facts, and frame political choices as existential crises or moral battles.
