By pooling resources, residents can address local needs more efficiently and foster a sense of ownership among community members.

Historically the idea of buurtinbreng arose in the 1970s and 1980s, when municipalities in the Netherlands sought ways to involve citizens more directly in the planning and upkeep of public housing estates. The policy encouraged neighborhoods to assemble volunteer committees and to collect small contributions—often in the form of voluntary fees, donations, or in-kind services—to finance projects that would improve the local environment.
