A borough is a type of administrative division that exists in several countries, often serving as a subdivision of a larger city or region. The term originates from the medieval English word "borowe," meaning a fortified town or community, and it has been adapted to refer to units of local government or municipal organization. In a neutral sense, a borough is a self-governing area with certain powers delegated by a higher authority, such as a state or national government.

In the United States, the concept is most famously embodied in the five boroughs of New York City—Manhattan, Brooklyn, Queens, The Bronx, and Staten Island. Each borough is a county in its own right and has a borough president and a council that handle local affairs like zoning, parks, and public safety. Outside New York, the term is also used in cities such as Philadelphia (boroughs abolished in 1854) and in some counties in Arkansas and Massachusetts to denote historic or contemporary subdivisions. In Canada, boroughs were common in Quebec before municipal reorganization in the late 1990s; today, the term is mainly historical.

In the United Kingdom, borough status has a long history associated with towns and cities granted a royal charter. Historically, boroughs had their own borough councils and were centers of trade and governance. The Local Government Act reforms of the 20th century reduced the number of traditional boroughs, but many modern towns still retain borough status, often as a ceremonial designation that reflects historical prestige. In some parts of the UK, boroughs still exist as part of the administrative hierarchy, offering a degree of self-administration within larger metropolitan or county councils.

Historically, the borough model has evolved from a fortified settlement protecting its inhabitants to a formalized municipal structure that provides local services and representation. The adaptation of the borough system reflects varying legal traditions and political needs, ranging from the highly centralized city of New York Island to the ceremonial boroughs of old England.
