Animal welfare refers to the physical and mental condition of nonhuman animals in relation to their environment and ability to cope with it. It focuses on reducing suffering and, where possible, promoting positive experiences. Welfare science assesses health, behavior, nutrition, housing, and the absence of pain, fear, and distress, while distinguishing welfare from broader debates about animal rights or ownership.

A foundational concept is the Five Freedoms, developed in the 1960s, which include freedom from hunger and thirst; discomfort; pain, injury, or disease; fear and distress; and freedom to express normal behavior. More recent work, such as the Five Domains framework, evaluates nutrition, environment, health, and behavior to infer an animal’s mental state. Welfare assessments combine clinical indicators, behavioral observations, production or performance data, and environmental measures to identify needs and risks.

Welfare practices apply across sectors including farming, companion animals, laboratory animals, working animals, and wildlife management. Policies and enforcement vary by country but often rely on national animal welfare laws, licensing, and inspections, along with international guidelines from organizations such as the World Organisation for Animal Health (OIE) and regional bodies like the European Union. Veterinarians, researchers, farmers, and caretakers play central roles in prevention, treatment, enrichment, humane handling, and humane slaughter.

Challenges include resource limitations, cultural differences, illegal activity, and balancing welfare with human needs. Ongoing improvements emphasize early distress detection, environmental and social enrichment, veterinary care, humane alternatives to certain practices, and greater transparency about animal housing and treatment.
