Yhteisötaideohjelmissa, literally “community art programs,” refer to organized initiatives that bring together residents of a neighbourhood or a specific community to participate in artistic activities such as painting, sculpture, music, dance, or theatre. The goal is to promote social cohesion, empower participants, and transform public spaces into culturally vibrant environments. These programs often involve local municipalities, non‑profit arts organisations, schools, and volunteer groups.

The concept developed in the 1970s and 1980s during a wave of decentralisation in Finnish cultural policy. Municipalities were encouraged to allocate funds for art projects that could involve community members directly. The first large‑scale program was the “Street Art for Public Places” initiative in Helsinki, which paved the way for national programmes such as “Kulttuuri vapaalla” (Culture on the Free) and the “Kunnat ja Kulttuuri” (Municipalities and Culture) grant.

Typical activities include collaborative murals, community theatre productions, open‑air concerts, and craft workshops. The programmes are usually structured as a project cycle of planning, community consultation, creation, and exhibition or performance. Funding flows through a combination of public grants, sponsorship, and in some cases, crowdfunding. Participants are mainly volunteers, though professional artists may act as mentors or facilitators.

Several studies show that yhteisötaideohjelmissa increase sense of belonging, reduce anti‑social behaviour, and enhance the aesthetic quality of public spaces.
