Voorbeheer

Voorbeheer is a Dutch term used to describe the temporary administration and decision-making conducted by an appointed manager or administrative body during a transition period before full management responsibility is assumed. The aim is to safeguard continuity, maintain operations, and prepare for a stable handover to definitive management (beheer).

The concept is commonly applied in contexts such as property and facility management, housing associations, and small to medium-sized enterprises undergoing leadership or structural changes. In practice, voorbeheer covers a range of tasks that are necessary to bridge the gap between transitions, including financial administration, budgeting, procurement, contract management, rent collection or invoicing, maintenance planning, and day-to-day issue resolution. It may also involve coordinating with tenants, owners, or stakeholders and producing interim reports.

Legal and organizational aspects of voorbeheer are defined by the contract or mandate granted to the interim manager or management organization. Typical elements include the scope of authority, duration, reporting requirements, fiduciary duties, and the conditions for handover to the permanent beheer. Compliance with applicable laws, governance standards, and data protection rules remains essential, as does transparent communication with involved parties.

Compared with full beheer, voorbeheer is by design temporary and transitional.
