Verkehrsteilnehmer is a German term that describes all participants in road traffic. In German traffic law, the term encompasses pedestrians, cyclists, motor vehicle drivers and passengers, as well as users of public transport and other road users such as motorized scooters. The concept serves to identify the group bound by traffic rules and to define the duties and rights that apply across different modes of transport.

Legal basis and duties: The obligations of Verkehrsteilnehmer are laid down in the Straßenverkehrs-Ordnung (StVO). Verkehrsteilnehmer must behave in a way that ensures the safety of themselves and others. This includes obeying traffic signals, signs, and road markings, maintaining appropriate speed, keeping safe distances, and yielding to others when required. Pedestrians generally have priority at marked crosswalks; cyclists and motorists must anticipate the presence of pedestrians and adjust their behavior accordingly.
