Varros

Varros is a fictional city-state and maritime hub described in speculative fiction. It serves as the capital of the Varroan Confederacy, a maritime republic formed by autonomous island communities on the Varroan Isles off the eastern coast of the continent Glyra. The confederacy emphasizes trade, legal pluralism, and coastal defense.

Varros originated as a trading post in the early medieval period and grew through seaborne commerce and diplomacy. It achieved de facto independence in the 16th century and later formalized a constitutional framework, undergoing modernization in the 19th and 20th centuries.

Geographically, Varros comprises five main islands arranged around a natural harbor, with inland hills and a temperate maritime climate. The harbor handles commercial shipping, ferries, and cruise traffic, making the city a regional logistics center.

The political system is a constitutional republic with a president as ceremonial head of state and a prime minister who leads the government. Legislative authority rests in a bicameral Assembly and Senate, while the judiciary operates independently. An inter-island council coordinates cross-island policy and security matters.
