Uhkailu

Uhkailu is a Finnish term referring to the act of threatening another person with violence, harm, or other adverse consequences. In daily use it denotes behavior intended to induce fear for one’s own safety or that of another person. In legal contexts, threats may be addressed as a criminal act known as uhkaus under the Finnish criminal code, and can be charged regardless of whether any violence actually occurs.

Typical forms include direct verbal threats, written messages, or indirect intimidation. Threats may be expressed in person, by telephone, via text, email, or through social media. For a threat to be punishable, it generally must be intentional and capable of causing fear or insecurity in a reasonable person; the threat does not need to be realized.

Penalties vary with severity and circumstances. Minor or isolated threats may result in fines, while serious or repeated threats, especially those involving violence or targeting vulnerable persons, can lead to imprisonment. Courts consider factors such as the offender’s intent, the target, the medium used, and the degree of fear caused.

Uhkailu can occur in personal relationships, workplaces, schools, and online environments. It is often addressed alongside harassment and bullying. Victims are advised to document threats and report them to authorities; employers and educational institutions can implement safety measures and support services. Civil claims for damages may also arise in some cases.
