The term is not a standardized industry specification; rather, it is a pragmatic label used across teams to convey a pending authorization state.

In typical use cases, items such as article drafts, code changes, purchase requests, or grant proposals enter the tobeapproved state after initial submission. The designation usually triggers notifications to designated approvers and restricts downstream steps (for example, publishing, merging, or fulfillment) until approval is granted.
