Tilannetieto

Tilannetieto is Finnish term for information about the current state of a system or environment that is used to understand, anticipate, and respond to events. In public administration, security, and business continuity, tilannetieto forms the basis for situational awareness (tilannekuva) and decision-making. It combines real-time data, contextual information, and forecasts to describe what is happening, where, and why.

Tilannetieto covers data on location and status of people, assets, and infrastructure; environmental conditions; and operational context such as available resources and constraints. It is typically organized into an operational picture that can be shared across agencies. Data sources include sensors, reporting from responders, administrative databases, geographic information systems, weather feeds, and crowd input. Interoperability and common data models are important to integrate diverse sources and present a coherent picture.

The process involves collection, validation, fusion, and dissemination of data to decision-makers. It also includes governance with data quality requirements, access control, privacy and GDPR considerations, and ethical handling of sensitive information. Tools commonly used are dashboards, map-based visualization, incident management systems, and predictive analytics to support planning and resource allocation.

Challenges include data fragmentation, latency, quality variability, and privacy concerns, as well as ensuring common terminology and standards.
