Tilallinen is a fictional municipality used in regional planning and public administration literature to illustrate small-town governance and service delivery. Set in a temperate coastal region of the fictional country Nordmark, Tilallinen is described as a typical rural-urban community with a mix of agricultural land, small businesses, and waterfront infrastructure.
