Tabaksteuer

The Tabaksteuer is a national duty imposed on the production and sale of tobacco products in Germany. It is levied as a tax on the retail price of cigarettes, rolled cigarettes, snuff, pipe tobacco and other combustible tobacco items. The tax is designed to raise revenue for the state, deter smoking through higher prices and support public health objectives by reducing tobacco consumption.

The concept dates back to the early 20th century, with the first comprehensive tobacco duty introduced in 1907. Since then the rate has been revised multiple times, particularly after the introduction of the European Union’s Harmonized Tax System in 1999, which sets a minimum tax per kilogram of tobacco that member states must exceed. Germany has periodically adjusted its own rates above this base level to reflect public health policy and economic conditions.

As of 2024, the standard Tabaksteuer rate is approximately €13.50 per kilogram of tobacco sold for cigarettes, with additional premiums for other tobacco forms. Packaging and nestles are required to carry stamped tax plates, and electronic declaration systems are used to monitor production and sales. Penalties for smuggling, tax evasion, or false documentation can include fines, seizure of goods and imprisonment.

Revenue from the Tabaksteuer contributes significantly to federal and state budgets; in 2023 it amounted to roughly €3.5 billion. By increasing the price of tobacco, the tax has been correlated with reduced smoking prevalence, particularly among youth. The tax remains a core element of Germany’s strategy to manage public health costs associated with tobacco use.
