It arises from the observation that while we often perceive regularities in nature and human behavior, it's debatable whether these are inherent properties of the world or merely human constructs imposed upon it.

The problem is closely related to the induction problem, which asks how we can justify inferring future occurrences from past observations. If we see the sun rise every day, we assume it will rise tomorrow. But what guarantees this regularity?
