Stefna

Stefna is a fictional municipality in the northern region of Nordmark, within the imaginary federation of Vastria. It exists primarily in academic case studies on local governance and urban planning to illustrate processes of development and public administration.

Located in a valley between the Stefna Hills and the Stefna River, Stefna covers about 78 square kilometers and has a subarctic climate with cold winters and mild summers. The landscape includes conifer forests, small farms, and several lakes.

Stefna originated as an eighteenth-century trading post and was incorporated as a municipality in the late nineteenth century. Growth in the twentieth century was shaped by road improvements, forestry, and the expansion of public services.

Stefna is governed by a 15-member elected municipal council and a mayor. Local services include education, healthcare, transportation, waste management, and zoning, with development plans setting priorities for housing, green space, and small businesses.

The economy combines forestry, dairy farming, and light manufacturing with ecotourism and cultural activities. A small hydroelectric plant on the Stefna River supplies part of the municipality’s energy, while regional roads connect Stefna to neighboring communities.

The population is around 12,000. Stefnian and Nordian are commonly spoken, with a secular cultural tradition. Annual Stefna Days celebrate regional music, crafts, and food, and the Stefna Cultural Center is a focal point for events.
