Staffelpilotprojekten
Staffelpilotprojekt (plural Staffelpilotprojekte) are pilot projects implemented in successive stages or batches. They allow governments and organizations to test new policies or technologies on a manageable scale before full deployment. The concept originated in Germany in the early 2000s as a response to the high risk associated with large‑scale introductions. In a typical Staffelpilot, an initial group of test sites is selected, lessons are gathered, and adjustments are made before expanding to subsequent phases. This phased approach is used extensively in public administration, health care, digital transformation, and educational reform. An example is the German Federal Ministry of Education’s rollout of digital teaching tools in 2019, where schools were divided into pilot cohorts, data was collected, and refinements were made prior to nationwide adoption.
