Ríkisstjórna

Ríkisstjórna is the Icelandic term for the act of governing a state. The root ríki means state or realm, and stjórna means to govern, rule, or manage. In usage, the verb ríkisstjórna refers to the exercise of political authority by those in power, while the related noun ríkisstjórn denotes the government as an institution or cabinet, i.e., the body of ministers who lead public policy.

Governance encompasses the processes, institutions, and norms through which public power is exercised. Key components include making and enforcing laws, defining budgets and policy priorities, administering public services, and conducting foreign affairs and defence. Governance also involves accountability, transparency, and adherence to the rule of law. The balance of power typically divides responsibilities among the executive, legislature, and judiciary, with mechanisms for oversight and elections to reflect the will of citizens.

Forms of government vary by constitutional design. In parliamentary systems, the government is usually drawn from the legislature and must maintain confidence to stay in office. In presidential or semi-presidential systems, the head of state and the head of government may be separate, with varying degrees of executive power. In Iceland, the ríkisstjórn (government or cabinet) is led by the Prime Minister and is responsible to Alþingi, the parliament; the President holds a largely ceremonial role in constitutional matters.
