Responsgruppen is a term used in Swedish organizations to describe a cross-functional team that carries the ultimate responsibility for a defined area, project, or incident. The concept emphasizes clear accountability and coordinated action, especially in settings with diverse stakeholders, regulatory requirements, or high visibility.

Composition and mandate typically include representatives from relevant departments such as management, operations, safety, finance, legal, HR, and IT. The group is usually led by a chair and supported by a secretary or coordinator. A formal mandate specifies the scope, authority, duration, and objectives, along with rules for decision-making and collaboration.

The responsgruppen defines objectives, allocates tasks, sets timelines, and determines resource needs. It establishes escalation paths, reporting routines to senior management or a steering group, and maintains documentation of decisions, risk assessments, and actions. Meetings follow regular cadence with clear agendas and minutes; in crisis situations, activation often relies on predefined crisis-management protocols.

Applications of the concept span crisis response, project governance, compliance and risk management, safety and quality assurance, IT incident handling, and organizational change. The aim is to improve accountability, speed of decision-making, and consistency across units by providing a centralized focal point for responsibility and coordination.

Criticism and challenges include potential bureaucratic overhead if the group is not properly empowered or clearly defined, and the risk of role ambiguity. Success depends on clear authority, defined competences, and alignment with organizational governance structures, often supported by frameworks like RACI to delineate responsibilities.
