Definition: Potenialele denotes a latent potential for change, intended to capture how much a system could shift toward a desired state given perturbations, resources, and constraints. It differs from actual performance or energy, serving as a predictive or comparative metric rather than a measured quantity.

In examples, it may be approximated by aggregating factors such as resilience (R), adaptability (A), connectivity (C), and resource availability (Res) with weights determined by expert judgment or data-driven methods.
