In practice, politiiikkavertailuja encompasses comparative policy analysis, which seeks to understand how different policies or policy instruments produce varying results. Analysts may compare policy goals, implementation methods, resource use, and measurable outcomes such as costs, effectiveness, equity, and administrative feasibility. The scope can be cross-national, cross-regional, or within a single country, and it often covers areas like education, healthcare, taxation, welfare, climate policy, and public safety.

Methodologically, politiiikkavertailuja relies on a mix of qualitative and quantitative approaches.
