Politiikkatoimet, literally policy measures in Finnish, is a term used to describe the concrete actions taken by governments or public authorities to implement policy objectives. They are the practical tools that translate goals into observable outcomes and are distinct from the aims or principles of a policy.

Policy measures can take several forms. Regulatory measures establish rules, standards, or permits that constrain or direct behavior. Fiscal measures use government spending, taxes, subsidies, or transfers to influence economic activity or social welfare. Administrative or informational measures modify procedures, deliver public services, or provide guidance and data to influence decisions by individuals and organizations.

Common categories of poltitiikkatoimet include regulatory instruments (laws, regulations, compliance requirements), economic instruments (tax incentives, subsidies, grants, public procurement), and information or institutional measures (public campaigns, labeling schemes, data collection, and streamlined administrative processes). In practice, these measures are often combined as part of a policy mix to address a problem.

The policy cycle frames their use: agenda setting, formulation, adoption, implementation, and evaluation. Policymaking relies on assessments of costs, benefits, equity, and feasibility, as well as stakeholder input and evidence. Implementation depends on administrative capacity and inter-agency coordination, sometimes across different levels of government.

Examples of poltitiikkatoimet include environmental incentives for renewable energy, regulations on emissions, social benefits programs, tax credits for research and development, and urban planning measures such as zoning or infrastructure investments. The term is commonly used in Finnish-language policy analysis to describe the actionable steps governments take to achieve policy goals.
