PEFCFSC

PEFCFSC is a proposed joint certification framework intended to merge elements of the PEFC (Programme for the Endorsement of Forest Certification) and FSC (Forest Stewardship Council) forest certification systems. It would aim to provide a single, credible standard and a common chain-of-custody mechanism to recognize sustainable forest management across products and supply chains.

The concept arose from discussions among stakeholders in the forest certification community who sought to reduce duplication, simplify market signals for buyers, and improve consumer clarity. As of now, there is no formal agreement or launched standard under the name PEFCFSC; both organizations continue to operate their separate schemes.

Scope and criteria of a PEFCFSC framework would theoretically integrate the core principles and criteria of sustainable forest management from both schemes, including ecological health, social responsibility, and economic viability, while aligning chain-of-custody requirements to track material from forest to product. The framework would also address governance, verification, and labeling to reflect the unified standard.

Certification process under a PEFCFSC would involve assessment by accredited certification bodies, on-site audits, document review, and ongoing surveillance, with a combined endorsement or label indicating compliance with the unified standard. Requirements for transparency, auditor independence, and dispute resolution would be essential components.

Governance would require representation from both PEFC and FSC communities, with procedures to resolve conflicts, manage standard updates, and maintain credible accreditation and oversight. Potential benefits include reduced duplication and clearer market signals, while challenges include reconciling differing criteria, preserving strong governance, avoiding stakeholder confusion, and achieving broad international buy-in.

As of today, PEFCFSC remains a concept rather than a formal standard.
