Opholdssted

Opholdssted is a Danish term used to describe a residential facility that provides supervised accommodation and care for individuals who cannot live at home. In practice, opholdssteder are most commonly used for children and young people in the child welfare system, but may also accommodate adults with disabilities or mental health needs when home care is not possible.

Typically operated by municipalities in collaboration with non-profit organizations under contracts with the state, the facilities offer 24-hour care, daily routines, schooling or education, and may include therapeutic activities, counseling, and social training. The aim is to ensure safety, development, and a path toward more independent living or ongoing support.

Legal framework and oversight: Opholdssteder fall under the Danish Social Services Act (Serviceloven). They are established and financed by municipalities and must meet licensing and quality requirements. Oversight is carried out by municipal authorities and national bodies such as Socialtilsynet, which conducts inspections to ensure compliance with rules and residents' rights. Residents have rights to information, privacy, protection from abuse, and avenues to complain.

Types and placement process: Common variants include pedagogical opholdssteder for children and youths, which emphasize education and therapeutic work; and residential group homes for various needs. Placements are initiated by a municipality after assessment of the individual's needs. A care plan is prepared, and assent from guardians is required for minors. Periodic reviews determine whether the placement continues or ends.
