Omoguavanje

Omoguavanje is a term used in Serbo-Croatian linguistic areas to denote the act or process of making something possible by removing obstacles or providing necessary conditions. It refers to creating enabling environments, often through policies, infrastructure, or resources, that allow a goal or activity to take place. The word is formed from the verb omogučiti, meaning to enable, with the noun-forming suffix -avanje indicating an action or process.

The concept is used across fields such as technology, public policy, economics, and social development. In technology and digital policy, omoguavanje can mean expanding access to information and services by investing in infrastructure, lowering barriers to entry, standardizing interfaces, and ensuring affordability. In governance and economics, it refers to creating an enabling environment for entrepreneurship, innovation, and inclusive growth through clear regulations, accessible financing, and streamlined procedures. In social policy, it covers measures that make opportunities available to marginalized groups, such as accessible design, targeted programs, and protective rights.

Challenges include balancing the removal of barriers with protections for safety, privacy, and fairness, as well as avoiding unintended dependencies or market distortions. Effective omoguavanje often requires coordination among government, private sector, and civil society, plus ongoing assessment of impact.
