Matsikkerhetslovgivningen, or the food safety legislation in Norway, is a comprehensive framework that regulates the production, processing, distribution, and sale of food products to protect public health and ensure consumer confidence. The cornerstone of the legislation is the Norwegian Food Law (Matloven), which establishes the general principles of food safety, the responsibilities of food operators, and the duties of authorities. The law sets out that all food that is on the market must be safe, not harmful, and not deceptive to consumers.

The Norwegian Food Safety Authority (Mattilsynet) is the primary regulatory body. It is responsible for enforcement, inspection, risk assessment, and providing guidance to food businesses. Mattilsynet operates in close cooperation with the Directorate of Health (Helsetilsynet) and the Norwegian Veterinary Institute. Specific regulations supplement the Food Law. The Hygiene Regulations (Hygienereglementet) detail requirements for food premises, handling practices, employee hygiene, and record keeping. The Adulteration Regulations address the prohibition of harmful substances and contamination in food items. Import and export rules align Norwegian practice with European Union directives, ensuring that imported foods meet the same safety standards. Products such as seafood, dairy, and processed meats are subject to additional controlled regulations due to their higher risk profiles.

The legislation also includes provisions on food labeling, allergens, and nutritional information. By mandating accurate labeling, the law protects consumers from misleading claims and allows them to make informed choices.
