Lobbyers may also engage in coalition-building with other groups, coordinate public or media campaigns, and conduct or commission research to support their positions. In some contexts, fundraising or political contributions are part of the strategy, within the bounds of applicable rules.

Regulatory and ethical frameworks vary by country and jurisdiction. Many places require lobbyers to register, disclose clients and financial activities, and adhere to codes of conduct. Transparency aims to reveal who is seeking influence and on what issues, though the level of detail and accessibility differs. Critics argue that lobbying can skew public policy in favor of well-funded interests, while supporters contend that it provides specialized knowledge and a channel for organized groups to participate in democratic processes. Reforms often focus on strengthening disclosure, preventing conflicts of interest, and limiting informal access that might bypass public accountability.
