Lisävalitus

Lisävalitus refers to a supplementary appeal or review process in Finnish legal proceedings, typically used after an initial decision has been made. It is a mechanism that allows parties involved in a case to request a reconsideration of a court’s judgment or administrative decision before it becomes final. The term is commonly associated with administrative law, particularly in cases handled by the Finnish Administrative Court (*hallinto-oikeus*) or other administrative bodies.

The purpose of lisävalitus is to ensure that all relevant aspects of a case are thoroughly examined before a final ruling is issued. Unlike a regular appeal (*valitus*), which challenges the legality or correctness of a decision, lisävalitus is often used to present new evidence, clarify arguments, or address procedural oversights that may have been overlooked in the initial review. It is not an automatic right but must be formally requested within a specified timeframe, usually within a few weeks of the original decision.

Lisävalitus is distinct from other forms of legal recourse, such as a regular appeal or a constitutional complaint (*valitusvalitus*). It is generally less formal than an appeal but more structured than a direct complaint. The process is governed by Finnish legal procedures, particularly the *Administrative Procedure Act* (*hallintolaki*) and relevant court rules. Decisions made through lisävalitus are binding unless further legal action is taken.

This procedure is particularly useful in complex cases where additional information or arguments may significantly impact the outcome. However, its use is discretionary, and courts or administrative bodies retain the authority to accept or reject such requests based on their relevance and necessity.
