Membership typically consists of representatives from liberal or liberal-adjacent parties, as well as independents who align with liberal values. The precise rules for formation, leadership, and voting weight vary by country and institution.

Ideology and scope: The core aims usually emphasize civil liberties, rule of law, accountable government, and protection of individual rights. Economically, liberalgrupper often advocate free or competitive markets paired with social protections, though positions can range from classical liberalism to social liberalism.

Organization and activities: Within legislatures, liberalgrupper organize regular meetings, publish policy positions, and coordinate stances on legislation. They may draft joint statements, negotiate coalition accords, or present amendments and motions. In some systems, they also shape electoral strategy through cooperation with member parties or allied groups.
